Change through standards

Change through standards to encourage the diffusion of innovations. Examples include building regulations to increase energy efficiency and the use of sustainable materials in construction, and labelling and rating systems to support “green” public purchasing. Both are important in spreading innovations. For example, if the government required all new schools to be carbon neutral, the scale of the subsequent procurement would immediately stimulate firms to develop and supply environmentally-friendly construction techniques. Other examples include smart energy meters, Home Information Packs or making mortgages conditional on reaching certain energy standards.
