Comparative metrics, including cost and performance metrics/benchmarking for operations and self-monitoring (such as those used in the New York Police Department), as well as qualitative means of evaluation and comparisons (such as awards, audits peer assessment or competitions such as the Singapore Public Service Awards). Another example of this is school inspections - inspectors assess and then share good practice. Comparative metrics are increasingly used by international bodies to identify policies which succeed against the grain.
